Prepaid cards are a type of debit card that function much like gift cards. You buy one, load a desired amount of funds onto the card and use the card to make purchases. Prepaid cards can be helpful if you can’t qualify for a traditional debit or credit card, are trying to maintain a strict budget (given you set your balance up front) or want to teach kids how to manage their money. However, it’s important to note prepaid cards are not credit cards. You’re not getting a loan and so they won’t help you establish credit. (Here are some ways to start building credit.) The best prepaid cards tout minimal fees, are widely accepted and allow you to reload funds in a variety of ways, including direct deposit, transfers from a checking or savings account, and cash loads at participating retailers. Below you’ll find some top prepaid cards from our partners, followed by a full list of editor picks.

Stimulus checks: TurboTax begins depositing economic impact payments for millions of customers after IRS error

Millions of TurboTax and H&R Block customers say their stimulus checks were deposited in the wrong bank accounts this week, forcing many of them to wait longer for the badly needed aid after struggling financially during the COVID-19 pandemic.

But some have reported that the money has started to hit their bank accounts after the snafu.

Christopher Trent of Roanoke, Virginia, is one of those Americans. Trent, who used TurboTax to prepare his 2019 tax returns, was confused when he saw a “not available" status message when he checked his account on the IRS Get My Payment tool, which was created to help Americans track the status of their stimulus money.

When Trent contacted TurboTax earlier this week, he was told that if he paid his tax preparation fees with his refund, then his second stimulus payment may have been sent to a temporary bank account established by the tax preparer, which is no longer active.

When will the extra $300 in unemployment benefits start?: These states are already paying the bonus

Are you getting a stimulus check?: Here’s who doesn't get one

“It was a wave of emotions. I went from thinking $600 wasn’t enough to thinking ‘oh my God this is all that I have’ once I thought I wasn’t getting it,” says Trent, 26, who was furloughed in the spring and then laid off in July from his job as a transporter at a hospital.

But he was elated when he received his check Thursday via direct deposit.

“I needed the money right now," Trent added. "It was a blessing that I received it."

What happened?

Over the past week, the IRS started sending out the second round of stimulus payments that are worth up to $600 for individuals and each of their child dependents. Millions of payments were set to be directly deposited in accounts the IRS had on file by Jan. 4.

But some TurboTax and H&R Block customers were surprised to see the last four digits of their bank account numbers were incorrect when they checked their payment status on the IRS website.

In an error, the agency sent some checks to TurboTax and H&R Block instead of their customers, the tax preparers said.

“Because of the speed at which the law required the IRS to issue the second round of Economic Impact Payments, some payments may have been sent to an account that may be closed or, is or no longer active, or unfamiliar,” the IRS said earlier this week.

It's unclear how many Americans are missing their stimulus checks, but about 13 million people may see a delay in getting their money after the IRS sent the funds to bank accounts that were closed or invalid, according to tax preparation company Jackson Hewitt.

When will you get your stimulus check?

Stimulus payments for millions of TurboTax customers affected by the IRS error will be deposited starting Friday, Ashley McMahon, a spokeswoman at TurboTax, told USA TODAY in an email.

Payments will be deposited into the same bank account that customers received their 2019 tax refund, though updates may not be immediately reflected on the Get My Payment tool, she said.

The company expects that most of the payments will be available Friday, though banks could take a few business days to process. Customers receiving a payment will get an email from TurboTax informing them of the deposit.

"We have been working tirelessly with the Treasury and IRS to get stimulus payments to our customers," McMahon added. "We know how important these funds are for so many Americans and we regret that an IRS error caused a delay."

H&R Block said it has processed all stimulus payments to its customers via direct deposit, check, or onto an Emerald Card, a prepaid card used for tax refunds by the tax preparer.

Customers who haven’t received their stimulus money can contact the company at 800-HRBLOCK or @HRBlockAnswers on Twitter. Customers with an Emerald Card should call 866-353-1266.

What happens if it's showing the wrong bank account number?

The information taxpayers see in the Get My Payment tool, including account numbers and potential deposit dates, may not display the correct account number since the IRS is working through updates, the agency said Friday.

“For those taxpayers who checked Get My Payment and received a response indicating a direct deposit was to be sent to an account they do not recognize, the IRS advises them to continue to monitor their bank accounts for deposits," the agency added.

H&R Block customers who had their tax refunds deposited into their bank accounts should have their stimulus checks deposited into those accounts, the company said. But customers who used the tax preparer’s “Refund Transfer” option for their 2019 tax returns may have had their money sent to a temporary account.

Refund transfer accounts are often created on behalf of taxpayers who want preparation fees taken out of refunds so they don’t have to pay preparers upfront. That could be why some customers are seeing the wrong account numbers, experts say.

“If you took a Refund Transfer, it may be reflecting that account number. Check your 2019 return to confirm,” H&R Block said in a statement. “But don’t worry – we have sent these payments on to the method you chose for Refund Transfer: direct deposit, check, or Emerald Card. The money should be there by the end of the day.”

Checks sent to closed accounts “affected less than 1% of second stimulus payments processed by H&R Block,” the company said in a statement this week.

What happens if you get a 'not available' message?

Other TurboTax users haven't been as lucky as Trent.

DeeAnna Kerns, who lives in Winston-Salem, North Carolina, has used TurboTax to file her taxes for the past five years and had no issues receiving her first stimulus check. But she was left scratching her head after she saw a “not available" message when checking her account on the IRS website.

“I keep getting an error message, which leads me to believe that my stimulus check was redirected to TurboTax's account,” said Kerns, 36, who works at a nonprofit that assists people with intellectual and developmental disabilities.

Anyone who sees this message won't receive a second Economic Impact Payment by mail or direct deposit and instead needs to "claim the Recovery Rebate Credit on your 2020 Tax Return," according to the IRS.

But others with that status like Trent still received the money this week.

TurboTax didn't immediately respond to questions as to why some customers had the "not available" status but still received the money.

What should you do?

The IRS told taxpayers not to call the agency or their banks with questions about payment timing and should instead visit the IRS.gov website.

Those who don’t receive a direct deposit should monitor their mail for either a paper check or a prepaid debit card, the agency said.

Payments must be sent by the government by Jan. 15, according to the IRS. Customers who qualify for the $600 but don't receive their payment via direct deposit or in the mail can still get it this tax season by claiming a special rebate credit when they file their 2020 taxes, the IRS said.

But some Americans aren’t keen on that method.

“For me, a credit would get eaten up in taxes and would be no benefit at all," says Kerns, who was hoping to stash the money away in her savings because she’s uncertain about her job security. "It would absolutely break my heart."

When will the third stimulus checks arrive? Here's what you need to know

Many families with young children, as well as kids in college, no doubt are anxiously awaiting what could turn out to be quite a nice sum of stimulus cash.

A family of three might end up looking at a stimulus payout of up to $4,200 this time around, while the payout could jump to up to $5,600 for a family of four.

The third stimulus could be the best stimulus of the bunch for most people, given a far more generous up to $1,400 add-on for all dependents, not just for children ages 16 and younger.

The third stimulus payment is not restricted to children under age 17, like the first two stimulus programs.

Not everyone will be happy, though.

The downside: The checks rapidly shrink and then vanish completely, the more money you make. Tight new income thresholds start to kick in to reduce payouts at $75,000 for singles and $150,000 for married couples filing a joint return.

Some consumers — but not all — who have direct deposit information on file with the Internal Revenue Service already began seeing "pending" notices on Friday for their stimulus via their online bank accounts. The money is expected to be available to consumers on Wednesday.

What will the stimulus rollout look like?

More information about payments directly into your bank account will being showing up this weekend and afterward.

The payments will roll out in batches, with some people seeing information about direct deposits as early as this weekend.

Once again, some people will get payments via direct deposit, others by check and others by a plastic debit card.

Taxpayers with direct deposit information on file will receive the payment directly into their bank accounts.

The IRS has worked behind the scenes to make sure that the agency can validate that it has the correct bank account information.

A system also is in place to make sure the Economic Impact Payments are returned quickly if somehow the IRS sends payments to a closed or incorrect account. Those payments are then likely to be quickly reissued, according to the IRS.

In the weeks ahead, paper stimulus checks and plastic stimulus payment debit cards will arrive in the mail to others. The checks or debit cards should start being seen by consumers before the end of March, according to IRS and Treasury officials.

Payments are to continue over the next several weeks.

Beginning Monday, you can go online to check the status of your third payment by using the Get My Payment tool, available in English and Spanish only on IRS.gov.

The tool is being updated with new information, and the IRS anticipates that updated information will be available soon.

Those without current direct deposit information on file will receive the payment as a check or debit card in the mail, according to Treasury and IRS officials.

Here's an important point: "To speed delivery of the payments to reach as many people as soon as possible," according to an IRS statement, "some payments will be sent in the mail as a debit card. The form of payment for the third stimulus payment may differ from the first two."

No payments will be added onto any prepaid VISA debit cards that were issued in the first or second stimulus programs.

What could a debit card look like?

The Economic Impact Payment Card, or EIP Card, will come in a white envelope prominently displaying the U.S. Department of the Treasury seal.

The plastic card has the Visa name on the front and the name of the issuing bank, MetaBank, is on the back of the card.

Information included with the card will explain that this is an Economic Impact Payment. More information about these cards is available at EIPcard.com.

As part of the direct deposit process, the U.S. Treasury starts to send electronic messages to turbotax prepaid visa card number but extra cash isn't available to the consumer to spend immediately.

It's expected that Wednesday would be the effective date when the Treasury actually transfers the money, according to industry experts. More than 100 million payments are expected to be payable on March 17 via direct deposit.

More than 233 million stimulus payments were issued via direct deposit during the past two rounds of Economic Impact Payments.

The first and second round of payments also involved 64.2 million stimulus checks and 11.6 million prepaid cards.

How much is the third stimulus check?

The third stimulus is more limited in scope, based on income, than the first stimulus program last spring and the second that rolled out in January.

Payments are phased out for higher income wage earners.

The full $1,400 goes to single people earning up to $75,000. But it phases out quickly after that and is completely phased out for those earning more than $80,000.

A full payment of $2,800 goes to a married couple filing a joint federal income tax return earning up to $150,000. The phaseout begins after that and ends at $160,000.

The IRS will use the 2019 tax return information or 2020 tax return information, based on what they have available, to calculate the payouts that go out soon.

IRS officials said the IRS will review and reconsider the income on the 2020 returns as they are processed to see if any extra money for the third round of stimulus is owed to the taxpayer, based on perhaps a lower income in 2020.

If the taxpayer is eligible for additional funds for the third stimulus, the IRS said it will automatically supply that money to the taxpayers.

If so, an additional payment might be sent later to taxpayers who might qualify for more money based on their 2020 tax returns.

On the plus side, an additional $1,400 is available per dependent. Unlike the previous two rounds, all dependents, including adult dependents and college students, are eligible for stimulus checks.

H&R Block ran one example for me: Take a single filer who has an adjusted gross income of $78,000. That single filer could expect to see the third Economic Impact Payment turn out to be around $560, a 60% reduction from the maximum $1,400 payout.

Protecting Your Funds

A collector can’t garnish anything without a court judgment. Collectors obtain a court judgment by filing a lawsuit, serving a summons and complaint, and eventually obtaining a judgment. Seniors and disabled persons normally have nothing to worry about if faced with a judgment for old debt. Collectors cannot garnish federally protected income like Social Security, pensions, VA and disability benefits. Federal banking rules also automatically protect from garnishment twice the amount of monthly Social Security deposited into a bank account, no matter the source of funds in the account at the time of the garnishment. However, sometimes persons may have extra money that is not from a protected source, such as proceeds from the sale of some asset like a home or car. If that unprotected money is held in a bank account, it could be subject to garnishment. How then can that money be protected?

Sometimes a prepaid Visa card is suggested as a means to protect money from being garnished. A prepaid Visa card looks like a credit card but is entirely different. It’s not supported by credit issued by a bank; instead, it’s paid for turbotax prepaid visa card number cash. A prepaid card allows you to make purchases using your own money rather than borrowing money from a creditor and paying interest and fees for the privilege. It’s just like paying with cash.

A prepaid card is also as different from a debit card as it is from a credit card. When you make a purchase with a regular debit card, your bank immediately deducts the cost of the purchase from the bank account the debit card is connected to. But with a prepaid debit card, you load money onto the prepaid card until it is used up, and then add more. A prepaid debit card is like a renewable gift card. The money on a prepaid debit card is not held in a bank account with your name.

Here are two links with Walgreen’s and Walmart that show how to get a prepaid debit card and explains in detail how they work:

Walgreens Reloadable Debit Cards

Walmart Money Cards

Judgment creditors would love to be able to garnish a Visa prepaid card – but they can’t. They would first have to find out about its existence. A prepaid card does not show up on your credit report and collectors have no way of knowing if you have one. The only way they’re going to find out about your prepaid debit card is if you tell them yourself, which you would never do. Putting excess money that’s above the protected limit in a bank account into a prepaid card is like taking cash out of your account. A creditor won’t be able to locate and garnish it.

Prepaid debit cards are a relatively new concept. There are simply no procedures in place for judgment creditors to access information in order to garnish those types of accounts.

Trent, who used TurboTax turbotax prepaid visa card number prepare his 2019 tax returns, was confused when he saw a “not available" status message when he checked his account on the IRS Get My Payment tool, which was created to help Americans track the status of their stimulus money.

It's turbotax prepaid visa card number how many Americans are missing their stimulus checks, but about 13 million people may see a delay in getting their money after the IRS sent the funds to bank accounts that were closed or invalid, according to tax preparation company Jackson Hewitt.

Furious TurboTax and H&R Block customers demand their $600 stimulus — IRS says some checks were sent to inactive bank accounts

Mnuchin said the direct-deposit distribution process started last Tuesday night and the IRS would start dropping checks in the mail one day later. For taxpayers, the payments are based off what they earned in their 2019 tax returns, which are the ones people filed in mid-July or mid-October if they got an extension.  The IRS says it’s using the banking information it already has on file from those returns.

Monday, Jan. 4, marked the date when the funds first formally became available for use, the IRS said, even though some people may have seen the money as provisional or pending in their accounts before that.

But at a time when many people need a cash infusion, the money’s not available, according to some angry social-media users.

Both TurboTax INTU, and H&R Block HRB, told MarketWatch they are doing everything they can to pass along stimulus money as soon as possible — and both emphasized it’s up to the IRS when to send the money.

(“The payments are automatic,” the IRS said Monday, “and people should not contact their financial institutions or the IRS with payment timing questions.”)

On Tuesday, the IRS said, “Because of the speed at which the law required the IRS to issue the second round of Economic Impact Payments, some payments may have been sent to an account that may be closed or, is or no longer active, or unfamiliar.”

It reiterated that financial institutions can’t hold and issue payments to people when the account isn’t active and the money has to be sent back. The IRS said it was it was working on a “compressed timeline” and didn’t have time to reissue and mail checks.

The solution for people with stymied stimulus checks was filing their 2020 tax return as soon as possible once tax season started and claim the Recovery Rebate Credit for the stimulus check then.

Don’t miss:Is my stimulus check taxable income? Will it reduce my tax return? Burning questions about the second COVID-19 stimulus

“We know how important these funds are for so many Americans and that everyone is anxious to get their money,” a TurboTax spokesman said, noting that the IRS received accurate banking information.  “We are partnering with the IRS to help taxpayers receive their payments as quickly as possible.”

If someone’s Turbo Visa Debit Card account was closed or inactive, the bank will return the stimulus money, according to a TurboTax FAQ.

At H&R Block, a company statement said, “We immediately deposited millions of stimulus payments to customers’ bank accounts and onto our Emerald Prepaid Mastercard yesterday, and all direct deposits are being processed.”

If turbotax prepaid visa card number IRS ‘Get My Payment’ portal shows an account number the customer doesn’t recognize, the company said What is the phone number for xfinity Block customer service can help at 1-800-HRBLOCK or @HRBlockAnswers.

The economic impact payment money that was sent to closed accounts “affected less than 1% of second stimulus payments processed by H&R Block,” a company press release said Monday.

The angry wait echoes distribution glitches during the first round of checks, as well as an episode from last week, some Wells Fargo WFC, customers trained their Twitter ire on the bank. That wasn’t lost on at least one person.

Wells Fargo said it’s supporting customers “as quickly as possible” and the bank has processed all direct deposits its received so far from the IRS. People who were wired money effective for automatic deposit on Jan. 4 could use it as soon as Jan. 1, a spokesman said.

“The U.S. Treasury has indicated payments will be distributed in multiple phases, and not everyone will receive funds at the same time,” he noted.

The bank’s branch and contact center staff don’t have extra information on whether customers will get paper checks, pre-paid cards or the timing that electronic payments post, he added.
