NJ unemployment: Who is eligible for special jobless benefits after Ida?


New Jersey residents may be eligible for federal disaster unemployment benefits if they lost work due to the remnants of Hurricane Ida and live or work in one of 12 counties where President Joe Biden declared a major disaster.

To receive these temporary benefits funded by the Federal Emergency Management Agency, here's what state residents need to know: 

How do I know if I'm eligible?

To receive Disaster Unemployment Assistance, a person must meet one of the following criteria:

  • Not able to reach a job because it involved traveling through areas affected by the remnants of Hurricane Ida, such as flooded streets.
  • Scheduled to begin a job that no longer exists because of the storm, or not being able to reach the job.
  • The main breadwinner of the family died, leaving the individual to become the primary support for the family. 
  • Not able to work due to injuries sustained due to the remnants of the hurricane.

The individual must also work or live in one of 12 counties: Bergen, Essex, Gloucester, Hudson, Hunterdon, Mercer, Middlesex, Morris, Passaic, Somerset, Union and Warren.

How do I claim benefits?

The Department of Labor must determine that the worker is not eligible for regular unemployment benefits under state or federal law.

First, a claimant must apply for state unemployment at myunemployment.nj.gov. 

Under "reason for separation," a claimant should choose "Impacted by Hurricane Ida."

If a person is eligible for Disaster Unemployment Assistance, the New Jersey Department of Labor will reach out to the claimant, the agency said. 

Is there a deadline to file?

Yes, an individual must file a claim by Oct. 20, 2021. 

How long do payments last?

Benefits are usually paid for up to 26 weeks, according to the Department of Labor. 

Do I have to look for work?

For employees who don't have a set return date or a promise of work from an employer within eight weeks, or self-employed workers who don't plan on reopening their businesses, they must apply to at least three different jobs a week and provide contact information for the companies in weekly certifications to remain eligible.

What documentation is required?

Applicants must submit proof of employment within 21 days, including income tax returns, bank statements, pay stubs or work orders. If proof isn't submitted within that time, the Department of Labor will deny benefits, and workers will have to repay unemployment checks they received from the state.

How much will I receive in benefits?

The Department of Labor generally uses the same calculation for state unemployment benefits.

How could my benefits end?

A person could lose their benefits if they:

  • Become employed and earn more each week than what is allowed under state law.
  • Refuse suitable employment without good cause.

How do I get paid?

All DUA claimants receive a prepaid Visa debit card through Bank of America within seven days of filing a claim unless they select to have benefits transferred through direct deposit.

DUA benefits are subject to federal income tax, and claimants can choose to have withholdings deducted.

Why Your Unemployment Check or Direct Deposit Is Late (and What to Do About It)

In March 2020, before Americans faced widespread layoffs from the COVID-19 pandemic, 95% of people filing for unemployment benefits received their first payment within 14 days. The percentage hit a low of 45% in June 2020. While the recovery has been rocky, the number was back to 70% in April 2021.

Still, that leaves a lot of people who may be going without any income for longer than they can afford, often for reasons beyond their control that can take weeks or months to resolve. If you’re wondering what’s at the root of your payment delay, here are the most likely possibilities.

Your State’s Unemployment System Is Antiquated

According to reporting by The Washington Post, the District of Columbia’s unemployment website was based on 1950s programming language. It was also built in the early 2000s, before smartphones. That meant that anyone without access to a desktop or laptop computer has to make a claim by phone. What’s more, a single pandemic-related change to unemployment benefits took computer programmers more than two weeks to implement.

Your State Unemployment Department Is Overwhelmed

Again according to reporting by The Washington Post, states are still behind on processing claims 14 months into the pandemic. They’ve simply been overwhelmed by volume this entire time. Not only were far more people unemployed but also people normally not eligible for benefits, such as self-employed workers, became eligible, adding to the demands on states’ systems.

Widespread Fraud Has Slowed Operations

In states where systems were better equipped to pay claims quickly, fraudsters took advantage and filed for benefits that they hadn’t earned. Once states discovered the fraud, they had to dedicate resources to investigating the fraud and trying to make sure they were only paying legitimate claims.

Your State Is Switching Payment Providers

In Maryland, the Division of Unemployment Insurance switched from using Bank of America to Wells Fargo. Anyone who was getting their benefits deposited to a Bank of America debit card had to switch to being paid via direct deposit or check. Anyone who didn’t actively choose a new payment method could experience a benefit payment delay.

Your Claim Check or Debit Card Was Lost or Stolen

Mail can be misdelivered. And when someone receives misdelivered mail, they don’t always do the right thing and track down its owner. Another problem is that many people have unsecured mailboxes that don’t lock, and thieves sometimes go around stealing mail from them.

It can be hard to know if your unemployment payment may have been lost or stolen, especially if you can’t get hold of someone at the unemployment department to verify when it was mailed. Going forward, consider using USPS Informed Delivery, a free service that you can sign up for at the U.S. Postal Service’s website. It can help you track the mail that you’re supposed to receive each day and see if something that was mailed to you never arrived. 

It can take a long time to get a replacement payment from your unemployment department. It may need to investigate and cancel checks or debit cards before issuing new ones.

You Made a Mistake on Your Claim

If you’re filing for the first time, or the claim forms have changed, or your state’s filing system has changed, then it’s easy to make a mistake on your unemployment application. Unfortunately, sometimes the smallest thing, such as failing to check a box, can keep your claim from being automatically approved. Instead, it will end up in a long queue of claims that need a human to review them.

Here are some of the mistakes that people make when filing for unemployment.

You accidentally answered a question incorrectly

According to reporting by ABC7 News in San Francisco, a confusingly worded question that many people answered incorrectly caused their California unemployment payments to get stuck on “pending” for weeks. The question asked people who were recertifying their qualification for benefits if there was any reason besides sickness or injury that they couldn’t work. 

Many people answered “yes,” because the pandemic was the reason they were out of work, but the system was set up assuming that people would answer “no” even if the pandemic was causing their unemployment. Their applications then got categorized as requiring an interview with an unemployment department representative, creating delays that can take weeks to resolve.

You forgot to submit your weekly claim

“What is time?” became a familiar saying as the pandemic dragged on. Without their usual activities and events, days and weeks blurred together. Even with life getting closer to pre-pandemic normal, it’s still easy to get busy and lose track of things on your to-do list. It might be worth double-checking to make sure you’ve actually filed a claim for every week that you’ve been out of work.

Your direct deposit information was incorrect

Signing up for direct deposit is often a faster, more secure way to get your unemployment benefits. However, it’s easy to make a mistake when you’re typing in your routing or account number.

Try logging in to your unemployment benefit account and verifying that your information is correct. You might ask someone whom you trust to read aloud the numbers you entered while you look at one of your checks and make sure that things match up.

Your unemployment department is still verifying your bank account

Once you’re sure that your direct deposit information is correct, you may still have to wait a couple of weeks to start getting your payments while your unemployment department verifies your bank account. In Massachusetts, for example, this process takes nine business days. During that time, the department puts your benefits on hold, and you don’t get paid.

You’ve Filed a New Claim

The first time that you file for unemployment, it can take weeks to get paid. In New York, it can take three to four weeks to process a new claim. In Missouri, it can take 22 days. And, as we’ve seen, many other things can cause delays, even if you do everything correctly when you file.

The Bottom Line

With outdated computer systems, overwhelmed unemployment staff, fraud, and confusing claims processes, the COVID-19 pandemic has made it especially hard to get your unemployment check, debit card, or direct deposit on time. Add human error to the equation, and delays can compound. These problems seem unlikely to be resolved anytime soon. 


The solution for the future is to have a robust emergency fund, as social safety nets don’t always work as intended. For now, while you’re waiting for your benefits, the best option may be to talk to your creditors, landlord, or mortgage servicer about relief options while you’re trying to get in touch with an unemployment department employee who can help with your case.

Receiving your unemployment benefits by direct deposit or DUA debit card  <div><h2>Think You Can't Overdraft a Prepaid Debit Card? Think Again</h2><div><p>For many people, one of the main attractions of a prepaid credit card is the fact that, unlike a checking account, they think they have no chance of overdrawing and triggering hefty overdraft fees.</p><p>But the Consumer Financial Protection Bureau just added strict limits to those fees starting in October 2017. Which may come as a surprise to consumers who didn't even realize their prepaid cards could ever overdraft.</p><p>It's a big change for this burgeoning industry. About $65 billion was loaded on prepaid debit cards in 2012, more than double the amount in 2009. And the CFPB estimates that amount will double again by 2018.</p><p>The cards are widely sold at stores such as Wal-Mart and 7-Eleven, plus online and in payday lending and check cashing places; and appeal mainly to the

"Consumers turned to prepaid cards to get their financial lives in order and avoid the debt that often comes from overdraft fees," said Thaddeus King, an officer for Pew’s consumer banking project.

Traditionally, prepaid debit cards have been like cash: Once it's gone, it's gone. Try to buy more than your balance can afford and the transaction will get declined — no costly overdraft fee.

But soon when prepaid debit card companies offer a line of "overdraft protection" it will work just like a credit card: Go over your limit and the bank will cover you, then send you a bill and start charging a fee and interest.

However, most users have nothing to worry about.

The biggest prepaid debit card players say they've never charged overdraft fees and have no plans to start. Chase and Amex, which offer the Liquid and Bluebird products; and Green Dot, told NBC News they are not adding any overdraft protection to their cards.

In fact, the new rule was largely designed to rein in prepaid debit cards sold by payday lenders that could deepen a vulnerable consumer's debt cycle. These lenders may link a cash loan to the customer's prepaid debit card as protection against a missed loan payment. However, if the card can't cover that payment, it would trigger an overdraft and cause the effective interest rate to balloon from a 390 percent to a 520 percent APR.

If that seems like daylight robbery, compare it to overdrafts on "classier" checking accounts: Most overdrafts happen on charges for less than $24. Add in the average overdraft fee of $34, and you end up with an effective interest rate of over 17,000 percent.

"It's bad that overdraft is being offered at all on prepaid cards," said National Consumer Law Center Associate Director Lauren Saunders.

Advocates say at least the new rules will make the fees clearer, and therefore less profitable. So it's more likely providers will drop overdraft on prepaid as a result rather than add it.

And if a particular prepaid card does become more like a traditional credit card the upside is that more consumer protections come along too.

There are three levels of VIP event access offered by American Express cards: Preferred Seating, Experiences and By Invitation Only.

All American Express cardmembers receive entertainment access benefits that include ticket presales and cardmember-only events in select cities. Chase Experiences and VIP access

There are different levels of the Chase Experiences available to cardholders, depending on which product they have. These experiences can be paid for with cash or points, but Chase only credits you with 1 cent in value per point redeemed, which generally isn’t the best use of your Ultimate Rewards points.

Chase also has a partnership with culinary reservation platform Tock, which gives those with cards including the Chase Sapphire Reserve and Ink Business Preferred Credit Card the ability to book VIP culinary events (alongside standard reservations) through the Ultimate Rewards section in the Chase mobile app. Restaurants include The Aviary in Chicago, Seven Reasons in Washington, D.C., and the French Laundry in Yountville, Calif.

Select Experiences

Select Experiences are available to all Chase credit and debit cardmembers, and the program includes perks such as access to Preferred Seating from Ticketmaster. To access these seats, go to the Ticketmaster site, and under “Filter,” make sure “Chase Cardmember Preferred Seating” is one of the checkboxes marked under Ticket Type. The, purchase available tickets with your Chase card. Cardmembers also receive access to the Chase lounge at select venues such as Madison Square Garden in New York, The Chicago Theater and The Forum in Los Angeles.

Keep in mind that only certain events on Ticketmaster are part of the Chase Select Experiences program. I find it easier to look at what Chase puts on their site before checking Ticketmaster to know which events I should have access to beforehand.

Experiences for Sapphire and/or Ink Preferred cardholders

Preferred Experiences are offered to Chase Sapphire Preferred Card members and Ink Business Preferred Credit Card members. It includes VIP access to events and attractions such as New York Knicks games and Chicago’s Shedd Aquarium. Reserve Experiences are only for Chase Sapphire Reserve cardmembers and J.P. Morgan Reserve cardmembers. An upcoming event includes the 43rd Ryder Cup Sept. 23-26, 2021. Sapphire cardholders can pay $5,000 or spend 500,000 Ultimate Rewards points to buy the package below.

Outside of the Chase experiences program, Sapphire cardholders have access to even more special events, including the Sapphire Dining Series. Cardholders can redeem their points for dining, including Michelin-rated takeout, restaurant-quality ingredients or access to virtual culinary experiences.

Citi Entertainment

Texas Wine Country

Unemployment claimants question debit card security after benefits were stolen

BALTIMORE — Maryland unemployment insurance claimants are questioning the security of their debit cards after losing benefits to ATM scammers.

Tyler Bohanan recently tried to withdraw money from her Maryland Unemployment Insurance Bank of America debit card, but received a message that there were insufficient funds.

“I checked the website and saw someone withdrew $1,000 from my account. I’ve never left my card in anyone else’s possession. I’ve never used it outside of just going to the bank’s ATM locations. I’ve never used it outside of those two locations, and I was able to see that they went across town and somehow withdrew the money from a bank I’ve never even been to,” said Bohanan.

Jysseka Campbell-George also noticed her funds had been depleted.

“The customer service representative with the Maryland Bank of America unemployment card stated that someone in Florida was able to extract cash from an ATM in Florida and we have not gone to Florida at all,” said Campbell-George.

Cynthia Tully usually withdraws her benefits as soon as they post to her account, but she didn’t get around to it until 9 p.m.

“When I got there, it said I didn’t have enough funds and it printed out my receipt with $6.23,” said Tully. “Looking at the transactions, you could see a cash ATM withdrawal from Virginia. So I started looking further, and there were balance inquiries every payday for the last almost three months from all over the east coast. A lot from Virginia, New Jersey, North Carolina.”

These claimants didn’t lose their cards and said they only used them at Bank of America branches.

“I’ve never used that card. I’ve never made online purchases with it, it’s been in my wallet, I go to my local Bank of America ATM that’s it,” said Tully.

And it's money these claimants can't afford to lose.

“I was furloughed in March and my husband was just finishing up school, so he wasn’t working bank of america dua card login well. We’re a family of five and neither one of us were working, so to pay bills we have to be very strategic on how we spend money,” said Campbell-George.

Bohanan was reserving money in her account to pay taxes on her benefits.

“They took the money I have to give to the IRS, they’re putting me in a pinch right now. I have two kids. I don’t want to owe any money in 2021 and I’m already having to deal with unemployment and raise two kids,” said Bohanan.

Tully said she relied on her benefits to support her family.

“$260 doesn’t seem like a lot, but that’s what I live off every week. Single mom, two kids that’s it for right now,” said Tully.

The claimants reported the fraud to Bank of America and were sent new cards, but didn’t receive explanations on how their accounts were compromised.

Fraud has been a major issue for many states as they rushed to implement new unemployment insurance programs under the CARES Act.

In July, the Maryland Department of Labor uncovered a massive and sophisticated criminal enterprise involving 47,500 fraudulent unemployment claims using identity theft totaling over $501 million.

However, this appears to be a different kind of fraud. Claimants believe their debit cards were somehow cloned.

Skimmers may be the culprit. Thieves attach card readers to payment terminals such as gas pumps and ATMs. The device copies the data and small pinhole cameras record customers inputting their pins. The person then clones the card and uses it as their own.

“You know, not many people have had this happen and it’s so many of us,” said Tully.

Tully wants to know why this type of fraud has become a common complaint among unemployment claimants. A recent post about debit card fraud in an unemployment Facebook support group had more than 60 comments with many members sharing similar experiences.

WMAR-2 News Mallory Sofastaii asked Bank of America if the fraud had something to do with chip technology, an enhanced security measure not offered with unemployment insurance debit cards.

A Bank of America spokeswoman wrote: “We are in continual discussions with our clients about options for our Card technology, including the addition of chip.”

She added that Bank of America takes all reports of fraud very seriously and claimants should contact Bank of America credit score for capital one car loan the number on the back of their card) to report unauthorized or disputed transaction claims.

Sofastaii also asked the Maryland Department of Labor why chip card technology isn’t offered to claimants. She’s waiting for a response.

In the meantime, these claimants are no longer keeping balances on their card.

“What we have done is when we do know that money has been funded to the card, we immediately go to the bank and take it out because at this rate the card is unpredictable,” said Campbell-George.

“I’m hurt that people are even trying to take advantage of us in this time of need. All of us, we’ve either partly lost our jobs or fully lost our jobs. How can they take advantage of us at this time?,” asked Bohanan.

Bank of America reimbursed Campbell-George. A representative said Bohanan’s and Tully’s claims are still under investigation.

Victims of EDD debit card fraud say Bank of America made it too difficult to recoup stolen money

“I felt sucker-punched,” she said. “They just drained it.”

Then she embarked on a lengthy quest — “the tale of unending phone calls, hours on hold,” she said — to contact Bank of America about the theft.

Scores of jobless people tell similar stories about their unemployment benefits being hijacked from bank of america dua card login Bank of America debit card accounts, and then struggling with the bank to get their money returned. A major class-action lawsuit against Bank of America, filed Thursday in U.S. District Court in San Francisco, seeks immediate changes to help those who lose funds, such as making it easier to report theft and not freezing accounts.

“We have added thousands of agents to answer phone calls and investigate claims for the areas of the program we are responsible for and, as a result, our average wait time for callers has dropped dramatically,” bank spokesperson William Halldin said. “When fraudulent transactions occur on benefit cards we review those claims and restore money to legitimate recipients.”

Faiz Ahmad, Bank of America managing director and head of global transaction services, told lawmakers in January that the bank has lost hundreds of millions of dollars on the California EDD contract, both through fraud losses bank of america dua card login “the cost of serving the contract to the highest extent possible.”

“We have many unanswered questions about what Bank of America has been doing to prevent, investigate and address the fraud,” said Assemblyman David Chiu, D-San Francisco. “Why, when anti-fraud chip technology became industry standard years ago, was that not part of these debit cards? EDD recipients were second-class consumer citizens when it came to anti-fraud technologies.”

Bank of America blamed the lack of chip technology on EDD. In a January Assembly hearing, bank officials said the agency requested cards with magnetic stripes.

“Neither the 2010 nor the 2016 contract required chip-enabled cards, but we are currently working with BofA to have chip cards in the near future,” EDD said in an email.

Some cardholders whose money was stolen said they had never used the debit cards, raising the prospect that the bank itself was hacked, the lawsuit said.

“This is a big bank and they ought to know how to do this without people being ripped off, and (criminals) figuring out how to access these cards,” said Mary Alexander, a San Francisco attorney involved in the case. “They have known since at least 2008 that you put chips in these cards.”

San Francisco resident Frank Jaworski actually discovered his card being hijacked in real time, but still couldn’t get Bank of America to act. The bartender had a high balance in his unemployment account because he had just received several weeks of benefits.

After the card was declined twice, he tried to access the website and found that his login and password had been changed. An hour of calling connected him to a bank representative who said that $3,480 — pretty much all his money in the world — was being transferred to another bank.

“I insisted that I did not make that transfer, and that they should mark it as fraudulent, and not let it go through,” he said. “The rep said they couldn’t stop it.” Neither that rep nor three others could help him change his login and password for the website, he said.

The next day Jaworski went in person to a Bank of America branch, but couldn’t enter because it was at COVID capacity, then tried calling again and again. (The bank said that its branches cannot handle issues with the debit cards.)

After being locked out of his account for days, he got a replacement card in the mail, changed his login — and discovered that his balance was a whopping 61 cents.

“I’ve gone through all my groceries and have nothing left,” he said in March while still trying to get his money back. “My bills are due.”

After two nerve-racking weeks, the bank restored his money.

“It was a tremendous sense of relief, but also an expedient, almost frantic trip to the BofA EDD website to initiate a transfer of every remaining cent to my Patelco credit union account,” he said.

He’s now set up his account to automatically transfer unemployment benefits to his credit union account and plans to make frequent manual checks.

As for Yick, she still hasn’t gotten her money back. She has returned to her work as an Airbnb property manager, so she feels fortunate that she’s not as desperate for funds as many others.

Still, she’s angry.

“It’s as if I never existed,” she said. “I want accountability. I want the bank to step up.”

NJ unemployment: Who is eligible for special jobless benefits after Ida?


New Jersey residents may be eligible for federal disaster unemployment benefits if they lost work due to the remnants of Hurricane Ida and live or work in one of 12 counties where President Joe Biden declared a major disaster.

To receive these temporary benefits funded by the Federal Emergency Management Agency, here's what state residents need to know: 

How do I know if I'm eligible?

To receive Disaster Unemployment Assistance, a person must meet one of the following criteria:

  • Not able to reach a job because it involved traveling through areas affected by the remnants of Hurricane Ida, such as flooded streets.
  • Scheduled to begin a job that no longer exists because of the storm, or not being able to reach the job.
  • The main breadwinner of the family died, leaving the individual to become the primary support for the family. 
  • Not able to work due to injuries sustained due to the remnants of the hurricane.

The individual must also work or live in one of 12 counties: Bergen, Essex, Gloucester, Hudson, Hunterdon, Mercer, Middlesex, Morris, Passaic, Somerset, Union and Warren.

How do I claim benefits?

The Department of Labor must determine that the worker is not eligible for regular unemployment benefits under state or federal law.

First, a claimant must apply for state unemployment at myunemployment.nj.gov. 

Under "reason for separation," a claimant should choose "Impacted by Hurricane Ida."

If a person is eligible for Disaster Unemployment Assistance, the New Jersey Department of Labor will reach out to the claimant, the agency said. 

Is there a deadline to file?

Yes, an individual must file a claim by Oct. 20, 2021. 

How long do payments last?

Benefits are usually paid for up to 26 weeks, according to the Department of Labor. 

Do I have to look for work?

For employees who don't have a set return date or a promise of work from an employer within eight weeks, or self-employed workers who don't plan on reopening their businesses, they must apply to at least three different jobs a week and provide contact information for the companies in weekly certifications to remain eligible.

What documentation is required?

Applicants must submit proof of employment within 21 days, including income tax returns, bank statements, pay stubs or work orders. If proof isn't submitted within that time, the Department of Labor will deny benefits, and workers will have to repay unemployment checks they received from the state.

The Department of Labor generally uses the same calculation for state unemployment benefits.

A person could lose their benefits if they:

  • Become employed and earn more each week than what is allowed under state law.
