April means lower electric bills for most in Rhode Island


PROVIDENCE — Most Rhode Islanders will start seeing lower electric bills following the approval of new rates for National Grid that are set to go into effect Thursday. 

The monthly bill for a typical residential customer who uses 500 kilowatt hours is set to drop by about 8.4%, for savings of $10.11. Bill decreases for commercial customers of the state’s dominant electric utility will be in a similar range depending on their usage. 

The changes come on the back of lower wholesale electric rates across New England, which in recent years have typically fallen in the spring and increased in the fall. The driving force behind the rate cycle is the price of natural gas, the main fuel used for electric generation in the region as well as a primary source of household heating.  

With constrained pipelines, only so much gas can get into Rhode Island and its neighboring states, leading to higher prices in the winter when demand is at its highest. Prices come down as the weather warms and not as much of the fuel is needed for heating. 

The lower rates will take effect at a time when many state residents are still suffering from the economic consequences of the coronavirus pandemic. In response, the Rhode Island Public Utilities Commission has extended an emergency moratorium on utility shutoffs to June 25, which comes in addition to suspending late fees and interest charges. 

Terry Sobolewski, president of National Grid Rhode Island, said the company remains sensitive to the impacts of the COVID crisis on its customers. 

“Because of this, we have increased our efforts to educate customers about the many payment programs available to them since the start of the pandemic,” he said in a statement. “We want to give our customers peace of mind by helping them immediately with the unique challenges they may be facing.” 

The billing changes approved by the commission affect a variety of charges. The main one is what’s known as “last resort service,” formerly the “standard offer,” which is the default rate that most customers pay unless they sign up for competitive electric providers.

Under the changes, which will remain in effect until Sept. 30, the residential rate would go from 9.6 cents a kilowatt hour to 7.2 cents, and the commercial rate would go from 8.2 cents to 5.7 cents.  

The last resort rates reflect only the cost of energy, which, in accordance with state law, National Grid is not allowed to mark up. There are additional bill surcharges for such services as transmission and distribution as well as fees for renewable energy and energy efficiency. Some of those charges were also reassessed. The cost of energy accounts for about half of bill impacts. 

The new rates are not only lower than what they were in the last billing cycle. They are also lower than what they’ve been in comparable periods in recent years. The last time rates were lower was in 2017 and, before that, 2013.

National Grid claims to be a responsible and responsive steward of our vital utilities system. HERE’S WHAT WE’RE TRYING TO DO

1. Stop and reverse all utilities shutoffs. Nobody should lose access to a human necessity such as heat or electricity because they can't afford to pay. 

2. Implement the Percentage Income Payment Plan. PIPP would ensure low-income customers would have continuous access to needed utilities by coupling their bill with their income. 

3. Stop National Grid’s excessive rate increases. We will not allow National Grid to gouge the people of Rhode Island without putting up a fight

4. Democratize Rhode Island's utilities through public ownership. We want to build a utilities system owned and directed democratically by the people of Rhode Island.

Why utilities?

We’ve decided to take on National Grid for our current major campaign. While we’re committed to working with other groups to take on the entire range of systemic economic, social, racial, and environmental injustices in Rhode Island and around the country, we understand that raising the rates on utilities is something that impacts a broad segment of people in our state, but the most marginalized communities most directly—including people of color, the elderly, the differently-abled, and under-served Rhode Islanders more generally. After a long discussion and eventual member vote, this was the campaign we felt would give us the greatest chance of having an immediate impact on people’s lives while also developing a greater capacity to organize the working class to take on broader demands in the future.

What is National Grid?

If you’ve ever paid utilities, then you know that National Grid is the company that delivers heat and electric where you live. What you might not know, though, is that it is also a multi-national for-profit company that was originally established as part of the privatization of utilities in Great Britain. It has also come under attack from a number of environmental activist organizations for its reliance on fossil fuels, when more sustainable alternatives are directly available.

What’s the goal?

Our immediate goal is to overturn the Public Utilities Commission’s approval of National Grid’s energy price hike. Our long-term goal is to make utilities a public service that operates through the state without any profit motive. This would make heat and electricity a basic human right in the state, rather than a service that can be cruelly terminated simply because of someone’s inability to make a payment.

How To Pay Your National Grid Bill

To pay your National Grid electricity or gas bills, there are different options to suit your preference.

Paying In-Person

You can pay your bills at a walk-in payment center or at an authorized agency, by credit card, check, or cash. Authorized agencies are located throughout National Grid's service area - check on National Grid's website to find the closest payment center near you.

Note that payments in person may take up to three days for processing, and that additional service charges may apply. National Grid recommends that you pay online for the quickest service.

Payments by Mail

National Grid provides a self-addressed envelope with each month's bill. To pay your bill by mail, simply mail your check or money order, along with the paper bill stub, to the address on your envelope. If paying by check, make sure to write your account number on the back, and make the check out to "Electricity and Gas payments". One-time Online Payment

You can make a one-time (non-recurring) payment online by credit/debit card using Western Union SpeedPay. Note that WesternUnion SpeedPay charges a $2.25 service fee, and allows a maximum payment of $600 per transaction.

Alternatively, you can pay your bill directly by entering your banking details (for your checking or savings account) to make a one-time payment.

You may also be able to pay your bill online on your bank's website. Check with your bank for more information. Note that processing times may take slightly longer, especially for payments over the weekend or holidays.

Automated Payments

There are two types of automated payments: DirectPay, or recurring payments.

Payment Arrangement Options

Call National Grid if you think that you will have difficulty making a bill payment. National Grid offers two payment arrangement options. These are free services available to all customers. 

  • Collection arrangement: if you need a little extra time to pay the past due amount on your bill, National Grid can postpone the due date. Note that the entire account balance must be paid by the date stated in the collection arrangement, and that payments should be timed accordingly (so that they are posted to the account by the collection arrangement deadline). Any applicable late payment charges will still be assessed. 
  • Payment agreement: spread your past due amount into monthly installments. This option is appropriate for customers who need to pay their bill in installments. Note that an initial down payment is required, with the remainder divided into monthly installments. Installment amounts may be different. There are certain eligibility requirements for this option.

Paperless billing

Utility Companies Report Incidents in Other States

WALTHAM, MASS. – Once again National Grid customers in New England are being targeted by utility bill scammers demanding immediate payment for electric bill balances, which customers might not even owe.  The fraudulent callers are claiming to be from National Grid and threatening customers with immediate service shut-off unless they provide credit card or bank account information that can be used to access the accounts.

There have been numerous reports of these types of scams in several states over the past year and National Grid continues to advise customers to be wary of any caller who threatens immediate service termination unless an immediate payment is made.

National Grid does contact customers with past due balances by phone to offer payment options and to remind them that service shutoff is a possibility if they fail to pay their past due balance.  If customers wish, they can arrange for a payment by check, credit card or debit card if they speak directly to a customer service representative.  Payment can also be made by credit card or debit card without a representative's assistance. 

Customers should verify they are speaking with a National Grid representative. One way to do this is to commit to memory the last five digits of their National Grid account number to memory and ask the caller to provide those numbers. If the caller can't provide the information, if you doubt the caller is a National Grid representative, or if have any questions about your balance, hang up immediately and call our customer contact center at 800-322-3223.

How to Read and Understand Your National Grid Electricity Bill

Many people have questions about their electricity bill. This is completely normal, because electricity bills are very confusing!

In this post, we are going to take you step by step in how to read and understand your electricity bill. This will help you understand how you use energy, how much you pay for your electricity, as well as identify ways you can lower your electricity bill.

In general, there are four components to any electricity bill. These components are: (1) a fixed, monthly connection charge; (2) a supply charge; (3) a delivery charge; and (4) miscellaneous taxes and fees. 1. Fixed Monthly Connection Charge

The fixed monthly connection charge or “basic service charge” is what the utility charges you to have your home connected. (See an example of this section of your electricity bill below.)

2. Supply Charge

Your “supply” is the energy itself. This is what is produced by a load generating asset like a natural gas -- or bought by the utility. The electricity your home or business consumes is measured in units called kilowatt-hours (kWh). One kWh is equal to 1,000 watts. Your electricity company charges you based on how much electricity you use per kWH. For example, a 100 watt light bulb uses .1 kilowatts per hour. This means it would take 10 hours for the light to consume 1 kWh of energy. If your company charges you a rate of .10 for each kWh, you would pay $0.10 to use a light every 10 hours.

There are a number of ways you can reduce your supply charges on the supply portion of your bill. For example, you could reduce the kWh you use by always remembering to turn off your lights when you leave home. You can also update old appliances so they are Energy Star efficient, hang clothes on the line versus using your dryer, or opt to use a fan instead of air conditioning. By reducing the electricity you consume, you don’t just save money, you also prevent carbon emissions and help the environment.

You can also reduce your supply charges by substituting the dirty energy supply from your utility with clean energy. For example, you can install solar panels on your roof. However, for many, the up-front costs for installations can be too costly. Additionally, many homes do not have roofs that meet the solar panel regulations. Perhaps the most accessible way for businesses, homeowners, or renters to reduce their electricity bills and reduce their carbon footprint is through community solar programs. Today, virtually anyone can subscribe to a portion of a solar farm located in their city or county through platforms like Common Energy and connect a clean energy supply directly to their utility.

These rates are governed by The Federal Energy Regulatory Commission, not the utility.

4. Miscellaneous Taxes and Fees and Adjustments

This miscellaneous "taxes and fees" portion of your bill lists any additional adjustments to your bill, including taxes or credits. For example, the user below received a credit for opting for a paperless bill.
